Overview of the issue
When installing WPML and running the setup wizard the page may fail to load fully; the menus and admin toolbar are shown, but the content area where the wizard is displayed is blank.
There are no errors or warnings shown anywhere.
Workaround
This is not a WPML issue.
On some server configurations the core WordPress function got_url_rewrite may cause the request to fail silently.
You can verify that this is a server issue by disabling the WPML plugins then going to Tools > Site Health and switching the Info tab. That page uses the core got_url_rewrite function, and if the page fails to load the cause is the same and this should be reported to your host for further investigation.
